Honestly I believe Manmohan's Budjet triggered the Bombay Bomb Blasts as it happned after 11 days after his historic budget where he made their life miserable say duties on Gold, electronics, whitw goods etc. these have affected the Dawoods more than Ayodhya, of course Ayodhya was a good allibey. But fact is those affected were Muslim gangsters not the clergy. all major insitutions inthe country are funded by the smuggler's money after soe tiem they by comming in the open in the society as educationists or industrialists has helped people forget the evil foundations of these, and these affect India more Make duties hurt them more, you will see another seires of Bomb Blasts in the country, this must expose them.

This money was taken by big industrialists as loans and is not being returned by them by taking advantage of lax and lethargic legal routes in India and ofcourse with the connivance of Bank Officials. Sir, would you be the first FM to actually start recovering money from these big sharks. Recovery of this money will actually remove many of the ills of economy of India and your headache too. You dont have to sell banks and other govt institutions in the name of private investments. Remember Sir, it is my money and not of any political party who can put a spoke in this suggestion. Suggestions:I am a promoter of a small scale industry and would like to suggest the following. 1. There should be a clear national policy on transactions between companies, businesses and people. a) many companies have observed to go sick mainly due to non-provision of working capital requirements adequately and also regarding interest payments and due to constant defaults because of purchasers markets the transactions go void and payments do not get realised in time affecting the industry and finally bring up gap between supply and finance and finally getting terminally sick. b) to avoid such consequence the government should put through a legislation that who ever pays excise and sales tax ( both buyers and sellers )or who ever have the license nos are authorised by the goverment have to follow the national policy on payments. c) National Policy on Payments and why it is necessary: a) The goverment is the direct beneficiary of excise and sales tax and the rates always exceed the margins of the company. b) The government on its part is the first to collect its money as excise and sales taxes as soon as the material leaves the premises. This money also needs to be brought in as a part of working capital need. c)since the transaction is a cause for revnue to the government, they in turn should guarantee the payment from the buyer ( the Policy say max period of 15 days compulsoryly). c) This policy will ensure that payments do not fail between the buyers and sellers and both will be benefited. d) the advantages of this policy are 1) all companies whether small or big are sure of payments hence the working capital and interest payments can be met better and the companies and business sizes will grow ( this growth is found only in MNCs since they do not offer any credit for sales, but take credit on purchases which in turn are supplied by other industries) 2) the defaults to institutions, power, water etc, personnel, and other goverment institutions can be avoided from all sectors 4)Legally the default cannot happen hence bad debts provision can be entirely removed 5)You will encourage all the industries to come to the tax fold since first interest of any company would be realisation. 6) the element of trust will surface and doubts will start hiding. ( in the sense that only the orders placed by the buyer will be for sure. Once payments are guaranteed the buyer will also demand a quality product and hence in a period of time the quality inputs will remain and farce products will no more remain 7) a legal transaction having backing by the government will ensure better tax collections and better forcasts etc 8)There should be atleast 3 tribunals set up state wise to settle any disputes in the matter. 9) the court should be the last resort to approach and not the first resort as you can assess the efficiecny in resolving of cases. 8) Remove and disband BIFR. 9) Any company becoming sick inspite of the above policy the tribunal should be authorised to sell the company within a specified period to create fear that the companies once sick are out of the promoters hands permanantly. 10)depriciation should be limited to 10 years and should be treated as income. 11)depreciation should be a function of output and not a function of investment. this will allow companies to bring down prices and increase outputs Taxing of Agriculture and Agricultural Products and Animal Produce: This subject has been a great debate. I would suggest collect their part of produce as tax calculated on irrigation, borwell, natural fed water and no of crops per year basis. Changes in Ministry 1. My suggestions for Budget 2001 are as follow. 1]Cenvat credit to be passed to each products as some of the industries like fertilisers,salt & other food processing & food inds are not paying excise but purchasing excisable materials likr raw material,packing material etc.which tempted suppliers to evate excise duty as these major unit are not claiming cenvat credits. 2]some measure to be taken for S.S.I.as Corparate houses,Public ltd cos,multinationals are sucking small scale ind.not paying their due in time & expanding theit capacities for the shake S.S.I.'s outstanding payments.this is a very major problem for S.S.I units to survive. 3]marketing federations to be set up for S.S.I units & some % of Govt.purchases must be done thro'S.S.I.only. 4]DGs&D,NSIC registrationis a very tidious process hence very few register their firms with them.this procedure should be simplified in such a way that registration can be done easily. 5]S.S.I. units to be exempted by paying Earnest money,security deposit etc for Govt.Semi Govt.organisation's tenders.As S.S.I are running short with a working capitals. Secondly the exemption is encouraing existing manufacturers to open multiple psedo small workshops to avail the benefits whereas the units who have invested io resources and reasearch are being wiped out from market. I therefore request that either the excise exemption be made available to all the SSI units irrespective of the total turnover or the concession be limited to 10-20% of the full excise rate instead of present concession of 40%. This will not only increase revenue of the Government but will also stop the mal practices being done by the samll workshops but will also give life to other SSI units having turnover in the range of 5 to 10 crore who are not able to compete the price difference of 7% in present compititve world.

After initial turbulence in the business we are in a situation where almost 35 floriculture units are more of less established. Initially we were heavily depending on the imports of all the components but now most of the components are indeginised and we have found local substitutes . However greenhouse film is the only item which is yet to be imported since the type of film that is to be used for our application is not currently manufactured in the country. We are hereby presenting you our requirement of the greenhouse film and the parallel local equivalent. Property Indian Film Imported Film Thickness :Effects the life of the film Variation is more than 20 % Less than 5 % UV Stabilization Done to certain extent Done to last complete life of the film UV Blocking:This property prevents the UV to enter the greenhouse and thus reducing the blackening of rose red roses, reduces the incidence of botrytis, and also reducing the insect and disease attack by blocking the visible range of the spectrum of the insects and thus disorienting them . Up to 330 Nanometers out of 400 nanometers Upto 379 Nanometers Infrared Retention:To retain the absorbed radiation during the day in the night time thus reducing the temperature variation and reducing the heating cost of the greenhouse saving the energy. Upto 50 % Upto 80 % Anti Drip Property :Important property to stop condensation on the warmer in side of the greenhouse and thus stopping the fungal development ,allowing more light to enter in the greenhouse. No such product available available Diffused Light :More uniform light and no shadow formation. Helping in more photosynthesis. Only clear film and no diffused film Diffused film available Sulphur Resistant:In floriculture sulphur burning is a common practice to prevent the fungal disease of the plant. But sulphur is the enemy of plastic and reduces the life of the greenhouse cover to half. Hence sulpuhr resistant plastics are needed for the film No such product is available . As a result we have to change the film every one and half year because of the early breakdown Imported films are having this property and thus giving complete 3 years of life. Life of the film No guarantee Guaranteed for 3 years After Sales Support Owners are left to the mercy of the supplier Excellent support and we get free replacement is there is any problem during the guarantee. You can see from the above point that although there is no proper local alternative is available we are forced to import the greenhouse covers by paying the very high rate of customs duty. For the benefit of growers it is important that the greenhouse covers are classified separately and must be placed under the category of 5 % customs duty. Presently Greenhouse Equipment and Plastic Sheets for greenhouse covering are allowed under Concessional duty of 25 % basic + 10 % surcharge + 16 % additional duty + 4 % special additional duty ( effective rate of duty in this case works out to be 53 .816 % ) for use in greenhouses subject to certification by deputy secretary ,ministry of commerce as per customs notification 16/2000, Sr. No 203 list 8 condition 31. This certification process is so complicated that it is not al all used by any grower. Also the net saving is only about 14 % which is not worth the effort that goes in getting this certificate so most of the grower go for the regular import channel paying merit rate of duty as per classification under heading 39.20.10 and duty is charged at 35 % + 10 % + 16 % + 4 % . Effective rate of duty is 67.0876 % . In the merit date of duty the Greenhouse cover has been classified under normal plastic. We are also very keen in using the speciality mulching films on our vast areas that we have in our project itself so that we can demonstrate the advances of plasticulture . As you might be aware that today mulching films are available for tailor made applications and we can so it to the local farmers that this is a revolutionary technology by the way of water conservation, weed Protection, Quality output, reduced insects attack and pest control and in turn higher yield , for the Indian farmers. The manufacturing of mulch in India is in very primitive stage . We have only two options on buying either black mulch ( which will not allow the weeds to grow) or clear mulch which will allow the soil to hear but allow also the weeds to grow. We have options available in the imported mulches that can heat up the soil and also not allowing the weeds to grow . This is known as selective mulches. Mulching film which has application only in Agriculture is classified under normal Plastic. The customs duty on the mulching film for the regular import channel is calculated at the merit rate of duty as per classification under heading 39.20.10 and duty is charged at 35 % + 10 % + 16 % + 4 % . Effective rate of duty is 67.0876 % . With this kind of duty it is no more a viable option. Today in India where floriculture and agriculture industry is struggling to survive are forced to use a simple plastic which does not give them all the benefits that a the latest developments in plasticulture offers. The farming community will be indebted to Govt. of India for complete exemption of the duty from the Mulching film and Greenhouse film for the benefit of Indian grower and help the struggling industry survive. Suggestions: An Appeal to The FINANACE MINISTER Dear Sir, Voluntary Retirement Scheme in Nationalized Banks Sir, Some of the nationalized banks are shying away from implementing the captioned scheme in the right spirit as they have developed cold feet that some of their talent is going away. It is an unfounded fear and in any scheme of this nature, there is going to be some drain of talent form banks and Bank Managements have to accept it. Some of the nationalized banks have made specialist officers and highly skilled and qualified staff as ineleigible for the scheme. This is highly arbitrray and discriminating. They should immediately withdraw the clause and exetend the scheme to all employees who desire to opt out. Otherwise, the scheme may implemented in a distorted and haphazrd manner which may benefit some and harm others. Atleast, now the banks should realize and take measures to extend the scheme to all those who are willing. Then only, the term VOLUNTARY in the scheme makes any sense, otherwise they are fooling themesleves, the employees and public at large. We request the banking Division of FM should counsel the Banks managements accordingly. Thanking you, aggreived officers of nationalized banks 28th Jan 2001
