OBC quota to be implemented in IITs, IIMs: Arjun Singh

Union Human Resources Development Minister Arjun Singh on Friday said the 27 per cent quota for Other Backward Classes would be implemented in IITs and IIMs and there was no confusion about the issue.

"As per the court order, the OBC reservation will be offered in all the institutes including IIMs and IITs," Arjun Singh, who met Prime Minister Manmohan Singh on Friday in view of Thursday's Supreme Court judgement on OBC quota, said.

There was no confusion about implementation of OBC quota at various institutes of higher learning, he told reporters.

The apex court upheld the 27 per cent quota for OBCs in higher education institutions on Thursday, but there was a confusion about whether the IITs and IIMs would come under the purview of this order or not.

To a query about Dr Singh's reaction on the issue, Arjun Singh said, "The prime minister has not said anything specific about the judgment because he has not read it yet. He is waiting for a copy of the judgment."

The matter of reservation for OBCs in higher education institutes was also raised in the cabinet meeting on Thursday.

"It was not there in the agenda but certainly the issue of creamy layer was raised in the meeting," Arjun Singh said.

When asked about his views, Arjun Singh said, "It is currently inappropriate to say anything because I am yet to read the judgment. I would certainly express my views once I would read it in detail."

On his views on the 'creamy layer' issue, the minister said that it is for the Cabinet to discuss the matter.

"The matter of creamy layer is for cabinet," he said.

Speaking about the proposed percentage of quota in private and unaided institutions, he said a separate bill was drafted to look into that.
