Musharraf rules to be ratified by Parliament: Supreme Court

The Pakistan supreme court has said all new laws and rules put forward by President Pervez Musharraf, under the Provisional Constitutional Order, would not be valid without the approval of the parliament to be elected on October 10.

This observation could have serious ramifications on the political future of Musharraf.

Justice Qazi Muhammad Farooq, one of the three judges of the bench, said the only way any legislation, brought under a PCO, could become a part of the constitution was through a notification and its endorsement by the future parliament.

Once the constitution was put in abeyance nothing could be inserted or deleted from it, the judge said.

He specially mentioned the Legal Framework Order brought in by Musharraf outlining various new electoral rules, including the controversial clause to prevent people convicted by courts from contesting elections.

This particular clause had prevented former prime minister Benazir Bhutto from participating in the October 10 general election.

Vice-chairman of the Pakistan Bar Council, Choudhary Mohammed Ashraf Wahla, said the observations were a 'silver lining' in the 'darkest-era' of the Pakistani constitutional history.
