Organised by the apex United Committee of Manipur (UCM), people from all over the state converged at the Mapal Kangjeibung polo ground, before taking a procession to Kekrupat on the banks of the Imphal river, where the victims of the agitation had been cremated.
Chief Minister Okram Ibobi Singh led the people in paying a floral tribute to the deceased.
This was followed by a public meeting, convened by the UCM, at the nearby Khuman Lampak stadium.
The All Manipur United Clubs Organisation (AMUCO), another apex body of organisations, observed the day as 'Unity Day' with a meeting to pay tribute to those killed.
AMUCO volunteers also laid wreaths at Kekrupat.
The state government had earlier announced that June 18 would be a holiday.
Official reports said that besides members of the majority Metei community, a large number of Nagas, Kukis and Manipur-based Nepalis, and smaller communities took part in the rally.
The UCM has also started construction of a memorial complex at Kekrupat.
