Prabhat Kumar is new cabinet secretaryPrabhat Kumar, the senior-most Indian Administrative Service officer in the country, has been appointed officer on special duty in the Cabinet secretariat. He will take over as Cabinet secretary from T S R Subramaniam, whose extended term comes to an end on March 31. Belonging to the 1963 batch of the Uttar Pradesh IAS cadre, Kumar is presently secretary in the textiles ministry. Subramaniam, who retired in October 1997, had initially been given an three-month extension. Later, he was given another extension in view of the impending election. UNI
